Long before we started taking pesticides out of the food supply, the United States Congress used Organic Acts to define territories in anticipation of making them new states. Not a huge surprise then that Oklahoma had its own Organic Act in 1890 that defined both Oklahoma Territory and Indian Territory and paved the way for statehood.
